REGULATIONS
Journalists Contest "The Power of a Pen."
(Hereinafter - Contest)

 1. General provisions

1.1. The Contest of the journalistic excellence "The Power of a Pen" is held among representatives of the media of the Republic of Kazakhstan (hereinafter - the media). The founder of the Contest is JSC NC "KazMunayGas" (hereinafter - the KMG).

1.2. The Contest of the journalistic excellence "The Power of a Pen” is a republican event aimed at highlighting current issues of the oil and gas industry of the RK.

1.3. Participants in the contest are the national and regional newspapers, TV and Radio, creative associations, news agencies, staff or freelance writers covering the issues of the oil and gas industry of the RK. Target audience: journalists, experts, business and professional community.

2. Goals and objectives of the Contest

The Contest of the journalistic excellence "The Power of a Pen" is held in jointly with the Association KAZENERGY in order to create positive public attitude to the ongoing reforms in the oil and gas industry and clarification for the public of the role and importance of the sector in the economy of the country as a whole, through the activation of the media coverage of the topic.

2.1. The goals:

  • Raising public awareness of the achievements of the oil and gas industry of the RK;
  • Demonstrate interest of the oil and gas companies in Kazakhstan in transparency and information openness;
  • Maintaining a healthy friendly competition among the media in Kazakhstan covering the oil and gas topics and at the same time creating a unified model of media space;
  • Effectively contribute to the rating the media, participating in the project;
  • Overcoming the anonymity in the media and journalists specializing in the oil and gas industry;
  • Promotion among the journalists covering the oil and gas topics of the advanced types of new-media (blogging, mobile journalism);
  • Attracting the attention of young media professionals to highlight topics of oil and gas;
  • Identify and present the creative potential of participants, to show the versatility of their professional abilities and personal qualities. 

2.2. The Objectives:

  • The work of media most often occurs behind the scenes. In this regard, one of the objectives of the Contest is to provide the Applicants to become face of their company, to identify their capabilities and to present professional quality, and the media thereby enhance its popularity;
  • Clarification to the broad masses of the population of the role and value of the oil and gas industry of RK as one of the key champions of the economy which success will allow implementing of a number of social programs and therefore the welfare of every citizen of Kazakhstan;
  • Provide project participants a chance to further career development and enhance their individual rankings;
  • Expanding the pool of talented journalists and create the image of KMG as a platform for exchange of views.
  • Enhancing the reputation of the Contest as an important means of feedback to reporters. 

3. Requirements for Applicants. 

3.1. The following applicants are allowed to the Contest “The Power of a Pen”:

  • editorial staffs of the national, oblast and municipal, district periodic print publications and broadcasters;
  • individual applicants - journalists (staff and freelancers), working in regional and national media;
  • other authors, whose materials which have been published or used in media.

3.2. The right to nominate candidates to participate in the Contest is entitled to leaders of the media, public media organizations.

3.3. Contestants may be involved in presentations and press conferences as part of the contest, charity events.

 4. Nominations 

4.1. The Contest is held in the following categories:

- Grand Prix;
- the best program / special report on the Oil and Gas Industry at the national TV;
- the best photo essay;
- The best radio program;
- The best material in the national print media;
- The best material in the regional print media in the Kazakh language;
- The best material in the regional print media in Russian;
- The best student work;
- The best blogger;
- The best material on the history of the oil and gas industry.
 

5. Evaluation criteria for the Contest materials

5.1. The Contest is held at one stage.

5.2. For Contest there must be submitted at least three materials of the same author published in both print and electronic media reported, including the Internet.

5.3. To assess the conformity of submissions to the eligibility requirements the organizers form and approve the Contest Jury. Materials of participants that conform to the eligibility requirements shall be assessed by the Contest Jury through the expert evaluation.

5.4. Criteria for evaluation of media materials:
- The quantity and quality of publications (the accuracy of statements, numbers, facts);
- The relevance and significance of themes, issues related to the Contest;
- Completeness of the disclosure of the material;
- Expressiveness, accuracy and clarity of the language of presentation.
- Novelty and originality of the material.
- Professionalism and journalistic excellence in the presentation of the Oil and Gas Industry;
If necessary the Jury may make additional requirements for each category.

6.  Order

6.1. Receipt of applications is up to 25 August, 2011. The materials published in newspapers and other media reported including the Internet media, broadcast on the television and radio in the period from 1 January 2011 to August 20, 2011 will be presented to the Contest.

6.2. The preliminary selection of the Organizing Committee of the Contest shall be performed prior to September 1, 2011. The Jury will evaluate submissions and select authors of the best works which will be determined the "Winners";

6.3. The materials released earlier or later the deadlines of the Contest, as well as reprints of previously published materials will not be accepted to the Contest. The submissions should not be of a commercial nature.

6.4. Contest materials are admitted to the address: 010000, Astana, Kabanbai Batir, 19, the Department of Public Relations JSC NC "KazMunayGas" (Block A, office. 0209) or e-mail: s.hussainova @ kmg.kz

6.5. Language of the contest materials - Kazakh, Russian;

6.6. Contest materials are not reviewed and returned. Materials submitted to the Contest may be fully or partially published in the media, as well as on sites www.kazenergy.com and www.kmg.kz.

6.7. The official summary and awarding the winners with valuable gifts will be on the Eve of the Day of specialists of the oil and gas complex of RK.

7. Organizing Committee

7.1. The Contest will be coordinated by the Organizing Committee.

7.2. During the Contest the Organizing Committee will create a database in which it will enter the works submitted by applicants; the list of applicants; the list of finalists, the list of winners of the Contest.

7.3. The Organizing Committee will be approved in consultation with the JSC NC "KazMunayGas".

7.4. In its work the Organizing Committee will be guided by the Contest Regulations which spells out the functions, rights and responsibilities of the Organizing Committee.

8. Jury

8.1. To evaluate the contest works the Contest Organizing Committee shall form the Jury of the Contest. The Jury will consist of a Chairman, Secretary of the Jury and Jury members.

8.2. The Jury will consist of representatives of the organizers of the Contest: JSC NC "KazMunayGas", the Ministry of Oil and Gas, Ministry of Information and Communications of RK, representatives of media organizations, leaders of the national and regional media, academics and public leaders, sponsors (partners) of the Contest.

8.3. The Jury and the Chairman of the Jury shall be approved by the Organizing Committee of the Contest. The Jury decision cannot be revised.

9. Results

9.1. As a result of the Contest the Jury shall determine the winners of the Contest.

9.2. In the absence of material worthy of reward, the Jury has the right to offer the Organizers not to award prizes.

9.3. The official summary and awarding the winners with gifts shall be on the Eve of Day of specialists of the oil and gas complex of RK. The nominated journalists, journalists groups, judges, organizers and sponsors, government representatives, business, academic and journalistic circles can participate in the official ceremony.

9.4. The Contest winners determined by the Jury shall be awarded with diplomas, statuettes and monetary rewards.
