On 24 November 2016 KAZENERGY Association held a regular session of the Coordination Council on Environment, Social Responsibility and Transparency

 

This Session highlighted Association’s progress on improvement of the RoK Environmental Laws and 2017 Activity Plan for its participants and reviewed approaches of the state regulation of greenhouse gas emissions in the view of international commitments. 

As is known, Kazakhstan has joined the Kyoto Protocol and the Paris Agreement regulating relations in the area of greenhouse gas air emissions confirming country’s readiness to fight the climate change both regionally and internationally.  These documents require to be adapted to the Kazakhstan legislation envisaging adherence to principles of energy efficiency across all industries. Currently, the state regulation of greenhouse gas emissions quota setting has been suspended until 1 January 2018.   

The discussion also addressed amendments to the legal framework on production and domestic waste management. This work has been in progress under the RoK Ministry of Energy since summer 2016. 

The agenda also included the Kazakhstan’s report on EITI implementation in 2016. This activity has been continuously performed for 11 years and is incorporated in 2017 plans.  This Project has a significant international status and political and anti-corruption nature focusing on transparency of incomes of businesses and the Government in the extractive industry.  Subsoil users commitments to comply with the EITI Memorandum of Understanding and report on taxes and other payments to the national budget verified by the audit and meeting international standards are provided for in the legislation.


 Upon KAZENERGY’s initiative, for the first time the 11th National Report (for 2015) covered not only verification of incomes of business and the Government, but also verification of funding of the social and economic development of regions under contractual obligations of the extraction industry.
