On July 20, the seminar-meeting on the issue “Social partnership of oil and gas sector” was held on the PetroKazakhstan Oil Products (Shymkent) platform. The Representatives of the Ministry of Energy of the RK, the KAZENERGY Association, the Kazakhstan Industry Trade Union of the Oil and Gas Complex, the Industrial Trade Union of the Workers of the Chemical, Petrochemical and Related Industries participated in the seminar-meeting.
The issues of regulation of labor relations through interaction of participants in social partnership were discussed on the agenda of the seminar-meeting.
B. Makhanov, the Deputy Director of the Department for the Development of the Oil Industry of the Ministry of Energy of the Republic of Kazakhstan emphasized the activities of the Sectoral Commission on Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas Industry under the state body.
L. Kazembekova took part in the work of the seminar-meeting and made a presentation on the issue “Basic Directions of the Industry Agreement in the Oil and Gas, Oil Refining and Petrochemical Industries of the Republic of Kazakhstan for 2017-2019 years” from the part of the KAZENERGY Association. The report outlined the tasks facing employers in the framework of the Industry Agreement, the issues of the duration of the Industry Agreement, the relationship and obligations of the parties to the social partnership, the control over the implementation of the Industry Agreement, the responsibilities of the parties and the order of the amendments and additions to the Industry Agreement, in particular two additional agreements adopted this year.
Detailed information is provided on the two Supplementary Agreements regulating the basic principles of labor remuneration: Supplementary agreement No. 1 on the introduction of amendments to the minimum monthly wage rate (salary) of the first-class employee, dated January 9, 2018; Supplementary agreement No. 2 on the establishment of marginal (minimum) values of inter-discharge coefficients in the oil and gas sector of June 21, 2018.
At the same time, the seminar-meeting discussed the activities of trade unions conducted within the framework of the Industry Agreement, the specifics and objectives of collective bargaining, methods for resolving collective labor conflicts, observance of employers rights through collective agreements, etc. In addition, A. Kassenova, the Representative of JSC NC KazMunayGas took part in the event, who made a report on the ongoing social policy in the group of companies of JSC NC KazMunayGas.
Based on the results of the seminar-meeting, participants made recommendations on improving social policy and social dialogue in labor collectives, as well as signing collective agreements at oil and gas enterprises.
For effective work of the Industry Commission, improvement of the content and capabilities of the Industry Agreement, social partners worked to clarify the main provisions of the Industry Agreement in the regions of the republic:
- Since May of 2017 year, 3 seminar-meetings have been held in the cities of Aktobe, Kyzylorda and Aktau;
- In 2018, 4 seminar-meetings have been held in the cities of Atyrau, Uralsk, Pavlodar, Shymkent.
The representatives of employers and managers of oil and gas enterprises, Training Center under the Federation of Trade Unions of Kazakhstan, the heads of trade union centers of the regions, the heads of local trade union organizations were brought to these seminars and meetings.
The holding of the seminar-meetings became a platform for discussion of the problematic social and labor issues of the sector. More than 200 issues were raised during the meetings, which mainly concerned pay, social benefits, increasing inter-bit coefficients and minimum wage rates, etc.
