OIL AND GAS COMPANIES, OILFIELD SERVICE COMPANIES AND FOOD PRODUCERS OF ATYRAU OBLAST TOGETHER STRIVE FOR INCREASING KAZAKHSTANI CONTENT IN CATERINGOIL AND GAS COMPANIES, OILFIELD SERVICE COMPANIES AND FOOD PRODUCERS OF ATYRAU OBLAST TOGETHER STRIVE FOR INCREASING KAZAKHSTANI CONTENT IN CATERING
The Council of strategic partnerships for the development of local content with the support of TCO, NCOC, KAZENERGY Association, Atameken RCE of Atyrau oblast, QazBusiness Regional Association of Entrepreneurs continues its work; in particular, on December 10th this year the city of Atyrau hosted the forum on the creation of the catering chain between TCO, NCOC and food producers in Atyrau oblast.
The event was attended by contracting companies providing food products to TCO and NCOC facilities, representatives of relevant government bodies, SMEs producing agricultural products in the city of Atyrau and about 100 farm enterprises from seven districts of Atyrau oblast.
Production and supply of agricultural products for the needs of large oil and gas companies in the region are very promising sectors given the significant increase in the number of domestic goods and products being procured by TCO and NCOC.
For example, a kind of cluster of products and services producers for Tengizchevroil has been formed. Recently, TCO has started to purchase 100% of all beef and lamb from local producers, as well as turkey, dairy products and vegetables. The greenhouse built in the village of Kulsary provides its products not only to Tengiz, but all the contracting companies of TCO. Food procurement for a TCO project is large-scale, i.e. thousands of tons of milk and meat, millions of eggs.
NCOC also has high demand for food products. The company's enterprises annually consume more than 100 tons of meat, including beef, lamb, turkey and chicken. The main criterion for the supply of these products is primarily the reliability of suppliers and their ability to ensure the regular supply of large amounts of products that meet all sanitary standards.
The problematic issues that were primarily raised at the Forum were related to the absence (until now) of the direct interaction between oil and gas companies, general contractors and Kazakhstani producers.
Another important issue for the development of food service is the quality standards and requirements set by customers to suppliers. “Unfortunately, there is still no unified reference and information database that would contain data on food supply needs of oil and gas companies, as well as step-by-step recommendations on the provision of services and food products”, noted Jaromir Rabay, director of the Department for the development of oil-gas and energy industries, Kazenergy Association.
During the Forum, representatives of contracting companies of TCO, NCOC explained what exactly the food supply needs of general contractors are and what the criteria for the selection of suppliers are. SMEs also received useful information on food sanitary standards from Amantai Zhumagaliyev, head of the Department of Public Health, Atyrau oblast.
Asylbek Dzhakiyev, official representative of Atameken NCE on interaction with large oil and gas operators and the development of oilfield services, noted that “holding such an event where oil and gas companies, general contractors, and producers of agricultural products gather and discuss what can be useful to each other has been planned for a long time. However, we managed to hold it only now, together with the Council of strategic partnerships for the development of local content. Such events are necessary primarily for the development of Kazakhstani content”. As Mr. Dzhakiyev noted, agricultural sector is now among the top sectors where local products are replacing imported ones. There is a lot of work underway to create a favorable and safe market for agricultural products to meet the needs of large companies in Atyrau oblast. An initiative on so-called “anchor" enterprises is being implemented.
Assem Akhmetova, Project Manager, Aspar Kashagan LLP: “Since we are engaged directly in catering at Tengiz and Karabatan, regular supplies and certificates of conformity are very important in rotation villages. In order for us to buy products, the supplier must have a certificate of conformity ST-KZ. Unfortunately, this is a very big problem for dairy, meat products, eggs. I believe that it is necessary to conduct more seminars with producers, where the importance of certification primarily for suppliers themselves should be explained.”
As a result of holding the Forum, the business community has been informed about the presence of the permanent discussion platform between food producers and large companies, which will help SMEs to market products if there is a demand. All attendees unanimously decided to hold such a forum again next year and conduct such meetings on a regular basis.
