On the 5th of April 2019, a meeting of the Coordinating Council on Human Capital Development (hereinafter – the Council) of the KAZENERGY Association has been held in Nur-Sultan, with the participation of U. S. Karabalin, Deputy Chairman of the KAZENERGY Association Board, and chaired by D. K. Khassanov, the KazMunayGaz NC JSC Managing Director on human resources management.
Along with the members of the Coordinating Council, representatives of the RoK Ministry of Energy, RoK Ministry of Social Protection of the Population, “Atyrau Oil and Gas University” Non-Profit Joint Stock Company, Samruk-Kazyna JSC, Satbayev University, Turyssov Geology and Oil and Gas University, as well as of Ergon company have also been invited and participated in the meeting.
U. S. Karabalin, Deputy Chairman of the KAZENERGY Association Board, have addressed a welcome speech, and D. K. Khassanov, the KazMunaiGaz NC JSC Managing director on human resources management have also had a word and told about the agenda issues.
L. Zh. Akhmurzina, the KazMunayGaz NC JSC Executive director on human resources development, have addressed on the main the areas of the Coordinating Council work in 2019, including the actions for preparation of 2019-2020 Industrial Agreement in Oil and Gas, Refining and Petrochemical Areas of the Republic of Kazakhstan, as well as on social projects within KAZENERGY educational program and within agreements on outcome (scholarships and fellowships) distribution.
A. A. Sarbasov, Chairman of the Labor, Social Protection and Migration Committee of the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan have clarified and answered to all the questions the Coordinating Council members had in relation to making changes and amendments to the RoK Labour Code and other regulatory acts which govern labour relations.
The Coordinating Council has implemented the practice of studying companies’ best practices in the area of human capital development. The experience of several companies has been provided for the meeting:
- Agip Karachaganak B. V. on Eni’s best practice in human capital development (A. K. Zhaksymuratova, human resource and organizational support manager);
- Embamunaygas JSC – company experience in dual education system (G. A. Sharafetdinova, Director of Human Resources Management and Development Department);
- Specialist training via dual education system in Atyrau Oil and Gas University: modern state, prospects and issues (A. U. Kushekov, acting chairman of the Board, Rector of “Atyrau Oil and Gas University” Non-Profit Joint Stock Company).
It is planned to discuss the companies’ best practices at the next meeting of the Coordinating Council:
- Ernst & Young Kazakhstan LLP – “Trust-based safety: “+1” concept as a new modern approach which exceeds zero accident framework”;
- KazTransOil JSC – “On a five-year project within the Year of Youth, providing paid practice for students of 11 higher education institutions and 10 schools for their summer vacation”;
- Pavlodar Petrochemical Plant LLP – “Company Experience in implementation of dual education system”.
The following people have also read their reports at the meeting: A. Askarova, Director of Geneva Business School in Kazakhstan and Central Asia told about on-the-job MBA program, and A. Ilyasova, Counsellor on gender and human resources policy issues for EBRD projects performed by Ergon told about the role of women in the energy sector of Kazakhstan.
Yan Stepan, certified member of the Chartered Institute of Personnel and Development (CIPD), 3rd and 5th level trainer have held a “Team Leadership and Employees’ Motivation” Workshop organized by PwC Academy, for members and participants of the Coordinating Council meeting. According to the Workshop results, all the meeting participants got certificates.
