On January 29, this year, under the chairmanship of Timur KULIBAYEV, the 26th meeting of KAZENERGY Association Council was held, where the heads of the Association's member companies were present. Nurlan NOGAYEV, Minister of Energy of the Republic of Kazakhstan, Magzum MIRZAGALIYEV, Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, deputies of the Senate and Majilis of the country Parliament also took part in the annual KAZENERGY reporting event.
The agenda of the Meeting included "Report on the implementation of the work plan and target projects of Association of Legal Entities "KAZENERGY" in 2019 and approval of the work plan and list of target projects for 2020", summing up the results of the KAZAKHSTAN ENERGY WEEK and the XII KAZENERGY Eurasian Forum, consideration of the Association's Budget for 2020 and the Work Plan for 2020-2021 on international cooperation (23rd World Petroleum Congress 2020, WORLD ENERGY WEEK 2021).
Opening the meeting, Timur KULIBAYEV noted the active work of the state agencies and the business community in 2019 on the draft of the new Environmental Code, the preparation of amendments to the Code on Subsoil and Subsoil Use, the transition to the international system of reporting on reserves, as well as on stimulating investment in worked-out (brown) fields and deposits of hard-to-recover hydrocarbons. "In this work, "KAZENERGY" Association acts as a reliable partner of the Government and authorized ministries – a platform for constructive dialogue between companies in the industry and government agencies," he said.
T. KULIBAYEV also highly appreciated the results of the first KAZAKHSTAN ENERGY WEEK and the XII KAZENERGY Eurasian Forum, during which OPEC Secretary General Mohammed BARKINDO visited Kazakhstan for the first time. The main events of the Forum were the presentation of the IV National Energy Report of KAZENERGY, interactive exhibition DIGITAL ENERGY, as well as the events dedicated to the celebration of the 120th anniversary of Kazakhstan's oil.
Bolat AKCHULAKOV, Director General of KAZENERGY, informed the audience about the current work of the Association. His report included an analysis of the results of the key areas of the Association, namely: subsoil use, taxes and tariffs, petroleum products and liquefied petroleum gas, power industry, ecology, development of local content and procurement, technical regulation, human capital development, Scientific and Technical Council, KAZENERGY Youth Committee, international activities and analytics.
Nurlan NOGAYEV, Minister of Energy of the Republic of Kazakhstan, thanked KAZENERGY Association for the great work carried out in 2019 in the legislative sphere, solving a significant amount of industry tasks, and etc. This year, the Ministry of Energy faces new challenges. In particular, it is planned to work out issues on the terms of economic incentives for the development of worked-out fields in order to increase the oil recovery rate. An important issue is also the formation of common markets of the EAEU in the context of the development of the country's export potential for gas, oil and oil products, electricity, and etc.
Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan Magzum MIRZAGALIYEV noted that in the coming year, a lot of work will continue to make changes to the Environmental Code of the Republic of Kazakhstan. The main principle of work will be prevention in order to avoid environmental pollution. He also appealed to the members of the Association to support the upcoming environmental audit, the results of which will form the basis of the BAT (Best Available Technologies) mechanism aimed at reducing emissions.
During the meeting, Nurlan JANEKENOV, Managing Director - Director of the Department of Financial and Economic Analysis made a report on the approval of the Budget of KAZENERGY for 2020, and Talgat KARASHEV, Executive Director for International Cooperation told the audience about the results of the KAZAKHSTAN ENERGY WEEK and the XII KAZENERGY Eurasian Forum, and about the Association's Work Plan for 2020-2021 on international cooperation (23rd World Petroleum Congress 2020, WORLD ENERGY WEEK 2021).
At the end of the event, in recognition and encouragement for labor and professional merits in the development of the oil and gas and energy complex of the Republic of Kazakhstan, as well as for active cooperation with KAZENERGY Association, the "KAZENERGY" medal was solemnly presented to: Oleg DYAKONOV, Director General of "LUKOIL Kazakhstan Upstream" LLP, Yerbol MAKHMOTOV, Chief Manager of the R & D and Innovation Sector of the Technical Policy Department of JSC "KazTransOil", and Raushan SARMURZINA, Adviser to KAZENERGY Director General.
