33RD MEETING OF THE SCIENTIFIC AND TECHNICAL COUNCIL

February 21, 2020, the 33rd meeting of the Scientific and Technical Council (“STC”) was held. At the meeting, representatives of IT&M LLP, KazTechInnovations LLP, Pipeline Coating and Technologies LLC and Ecojer Kazakh Association of Regional Environmental Initiatives LEA presented their projects.

Zhanbolat Murtaza, Deputy General Director for Strategic Development of Tekhsoyuz LLP LLP, spoke about the IT&M synthetic rubber plant under the MISOT-FLEX trademark. For Misot-Flex products, compositions based on acrylonitrile butadiene synthetic rubber with the addition of a foaming agent, plasticizers, boosters, fillers and fire-retarding agents are used. They are produced by extrusion (foaming). In the process of vulcanization, a closed cellular structure is generated, which determines the high technical properties of the material. The use of rubbers when handling aggressive media is determined by their chemical resistance, stable properties in aggressive media at high and low temperatures and elasticity. Foamed rubber insulation is used in the oil and gas industry, since the maximum content of nitrate and chloride ions in this material is 40 ppm, however, it is of great importance in the oil and gas industry, as these ions make metals age and result in corrosion of important pipes, which is completely unacceptable in the industry (accidents and leakage are mainly environmental disasters and waste of funds). All MISOT-FLEX products are neutral, unlike fibrous heat insulators, where phenol formaldehyde acts as a binding agent and may be alkaline if wet. He also presented a project for the production of mineral wool cylinders under IZOTERM brand.

Yernur Tolegen, Project Manager of KazTechInnovations LLP, presented two projects: unmanned aerial vehicles and air monitoring, analyzing and pollution forecasting systems.

Unmanned aerial vehicles by KazTechInnovations LLP. UAV applications in the oil and gas industry: monitoring of oil and gas pipeline routes and onshore oil and gas production facilities in order to detect a leak, an unauthorized tie-in (theft) or a malfunction. A prompt response to the causes of deviations in process conditions. Effective and timely monitoring of the construction and condition of drilling rigs. Saving resources (finance, time, people). Monitoring other production facilities. Air monitoring, analyzing and pollution forecasting systems. KazTechInnovations LLP developed two types of sensors.
 Indoor sensors are used to monitor premises indoors, such as offices, houses, apartments, warehouses, workshops. Outdoor sensors are used for monitoring outdoors, i.e. outside, in outside industrial premises, quarries, warehouses.

Data from the devices is transmitted over a secure radio channel and always provides accurate and relevant information. Eco-sensors operate based on a distributed MESH network. Each node has the same authorities as all the others; all nodes are equal in the network. When the compatible equipment turned on, the self-organizing network connects automatically to existing participants, selects the optimal routes and self-adjusts within the network. The MESH network provides an extended coverage, improves network stability and transmits data through the most conveniently located network node. Energy-intensive devices operate based on a built-in battery for up to 5 years. The eco-sensor has an advantage of a modular structure. Housing and components can be customized.
Pipeline Coating and Technologies LLC is a unique plant producing external concrete weight coating for pipelines used in the gas, petrochemical and housing utilities sectors. Assima Bykova, a leading sales specialist, presented a complex for applying external concrete weight coating (ECWC) by spraying on steel pipes 219-1,420 mm in diameter by Pipeline Coating and Technologies LLC.

Rustem Kabzhanov, General Director of Ecojer Kazakh Association of Regional Environmental Initiatives LEA spoke about the Environmental Code of the Republic of Kazakhstan concerning the development of the best available technology (BAT) guides. The stages of reforming the complex ecological permits (“CEP”), the introduction of BAT, the associated tax reforms, the structure of the technical guide, the process of developing the BAT guide and the working bodies responsible for the formation and development of the technical guide were presented. In addition, the Bureau’s (IGTIC) Action Plan for the development of BAT guides was presented.

    • make a pool of independent experts from among national and international experts with experience, knowledge, qualifications in the relevant industries (types) of activity
    • train independent experts as part of technical assistance (experts participate in defining technology as BAT, in conducting a comprehensive process audit, in the TWG on the development of BAT Guides;
    • conduct a comprehensive process audit of 125 large enterprises, assess their current status.
  • 2020 - 2023 develop BAT Guides/opinions (by industries), define technology to be included in BAT TG.
  • 2023 (August-December) approve BAT Guides/opinions as required, approve with the competent authorities.
  • 2024 – deliver services for CEP request submission.
