Sectoral Commission on Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas Industry

On March 12, 2020, the Ministry of Energy of the Republic of Kazakhstan held a session of the Sectoral Commission on Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas Industry.

The session was attended by the social partnership parties: the competent government body represented by the Ministry of Energy of the Republic of Kazakhstan; employers: National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”, KAZENERGY Association, NC KazMunayGas JSC, Tengizchevroil LLP, Karachaganak Petroleum Operating B.V., EmbaMunayGas JSC, CNPC International in Kazakhstan LLP; delegates of employees represented by branch trade unions: NGO Kazakhstan Branch Trade Union of Oil and Gas Complex, NGO Kazakhstan Oil and Gas Branch Trade Union, NGO Branch Trade Union of Chemical, Petrochemical and Related Industries Employees, etc.

At the session, changes were made to the members of the sectoral commission for social partnership and regulation of social and labor relations in the oil and gas industry due to staff reshuffling.

During the session of the Sectoral Commission, the main lines of work of the Sectoral Commission on Social Partnership and Regulation of Social and Labor Relations of Oil and Gas, Oil Refining and Petrochemical Industries for 2020 were approved.

The time schedule for the “Social Partnership in the Oil and Gas Industry” retreats, starting from the second half of 2020, was approved.

The Sectoral Commission heard information from General Manager of Tengizchevroil LLP K. Baizhanova who delivered a presentation on the implementation of the Integrated Action Plan aimed at solving socio-economic problems and preventing protests at the contracting organizations of Tengizchevroil LLP. At present, Tengizchevroil LLP is taking measures to prevent labor conflicts and implementing work to ensure safe working conditions. The goals and ways to achieve them, as well as minimum requirements for industrial relations, were defined in the course of the work. Mechanisms for feedback from contracting organizations have been developed, productive relations between employers and employees are maintained, and activities are carried out to minimize conflicts, potential strikes, as well as to develop and strengthen culture. Work in this area is currently in progress.

R. Abdrassilova, Deputy Director General for Human Resources of CNPC International in Kazakhstan, spoke about the implementation of the protocol assignment further to the negotiations between President of the Republic of Kazakhstan K.Tokayev and Chairman of the Board of CNPC Corporation V.Ilinem on the salary increase for employees of the oil and gas industry. She informed the audience about the situation on remuneration of employees of enterprises with the participation of CNPC Corporation.

At the end, the Session Chair thanked the parties to the social partnership for their active work.
