Sector Agreement in oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2020-2022 was signed

On November 22, the Ministry of Energy of the Republic of Kazakhstan held a meeting of the Sectoral Commission on social partnership and regulation of social and labor relations of the oil and gas industry.

The meeting was attended by the parties of social partnership: authorized state body represented by the Ministry of Energy of the Republic of Kazakhstan; employers: JSC NC KazMunayGas, Karachaganak Petroleum Operating B. V., LLP Tengizchevroil, JSC Embamunaigas, JSC CNPC-Aktobemunaigas, LLP Pavlodar Refinery, LLP PSA; National Chamber of Entrepreneurs Atameken, KAZENERGY Association; employees represented by trade unions: NGO Kazakhstan Branch Trade Union of Oil and Gas Complex, NGO Kazakhstan Oil and Gas Branch Trade Union and NGO Branch Trade Union of Chemical, Petrochemical and Related Industries Employees.

The following issues were on the agenda of the fourth meeting of the Sectoral Commission this year: changes in the composition of the Commission, taking into account the parity of representation of all three parties of social partnership; report on the development of professional standards in the industry from JSC KING and further steps to harmonize and approve them in stakeholders and NCE Atameken. Also, representatives of local executive bodies reported on the measures taken to prevent labor conflicts and the work carried out to ensure safe working conditions and reduce occupational injuries in Aktobe, Atyrau and Mangistau regions via videoconference. At the same time, employers represented by JSC CNPC-Aktobemunaigas, LLP CNPC International, LLP Vostok oil and service and Buzachi Operating Ltd told about their work in a similar direction at the enterprises.

One of the main issues on the agenda was the signing by the parties of the social partnership of the Sector Agreement in the oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2020-2022.

The document will be posted on the website of KAZENERGY Association after its registration by the Ministry of Energy of the Republic of Kazakhstan in the authorized state body for labor.

The agreement contains a number of changes related to improving the social protection of employees, increasing the role of trade union organizations, ensuring safe working conditions and safety, etc. With regard to the establishment of sectoral principles of the wage system, the minimum level of the inter-class coefficient and the minimum monthly tariff rate of the first-class worker are established, which can be changed upwards in collective agreements of enterprises.

At the end of the meeting, the Chairman of NGO Kazakhstan Branch Trade Union of Oil and Gas Complex, member of the Executive Committee of the Federation of Trade Unions of Kazakhstan S. Kaliyev were awarded with medals of Federation of Trade Unions of Kazakhstan “Uzdik aleumittik ariptes” by the Vice-Minister of Energy of Kazakhstan A. Magauov, General Director KAZENERGY Association B. Akchulakov, with the presentation of letters of appreciation to the Ministry of Energy and KAZENERGY Association for the contribution and development of social partnership in the oil and gas industry.
