Starting next year, oil products sales will be prohibited at all filling stations operating without control metering devices (CMDs)

On October 27 this year the KAZENERGY Association together with NPP Atameken of the Republic of Kazakhstan and the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC MF RK) held a videoconference meeting on problematic issues related to the installation and operation of control metering devices (CMDs) at filling stations. The meeting was attended by representatives of both government agencies and business entities - distributors of oil products.

The requirement on introduction of control metering devices is stipulated by the Law of the Republic of Kazakhstan “On State Regulation of the Production and Turnover of Specific Types of Oil Products” dated July 20, 2011. The timing of the introduction of CMDs at filling stations (except for mobile filling stations):
  • from January 1, 2019 - for filling stations located in the capital, cities of republican, regional and district significance;
  • from January 1, 2021 - for other filling stations.
Thus, starting next year, the oil products sale will be prohibited for all facilities without CMDs.

According to the CRC of the Ministry of Finance of the Republic of Kazakhstan, the total number of filling stations in the Republic is 3,291, including 1,843 filling stations located in cities and 1,448 filling stations in rural areas. The share of filling stations with installed CMDs is 96.2%, while the number of filling stations that need to install CMDs by the end of the year is only 124.

At the same time, according to market participants, there are several problems associated with Internet access, cost of equipment, subscription fees for operator services and transmission of incorrect data. During the meetings representatives of CMDs data transmission operator - NIT JSC, SRC MF RK and the Telecommunications Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan clarified these issues.

As a result of the meeting, the parties agreed to take a number of measures aimed to resolving existing problematic issues by the end of the year.
