Activities on development of an Sectoral Agreement in the oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2020-2022 started

On February 28, 2019, a meeting of the Branch Commission on Social Partnership and Regulation of Social and Labor Relations of the oil and gas industry was held at the Ministry of Energy of the Republic of Kazakhstan.

The parties to social partnership participated in the meeting: the authorized state body in the name of the Ministry of Energy of the Republic of Kazakhstan; employers; National Chamber of Entrepreneurs Atameken; KAZENERGY Association; employees representatives in the name of the Branch Trade Unions: Non-Governmental Organization (NGO) Branch Professional Union of Oil and Gas Sector Workers, NGO Kazakhstan Oil and Gas Branch Trade Union and NGO Branch Trade Union of Chemical, Petrochemical and Related Industries Employees.

The key point of the agenda was approval by the parties of the Branch Commission members the Working Group participants on the development of the Sectoral Agreement in the oil and gas, oil refining and petrochemical industries of the Republic of Kazakhstan for 2020-2022. From March this year, the Working Group will begin work on the development of the Sectoral Agreement for 2020-2022. In the near future, it is planned to approve the Working Group schedule and divide the Working Group in 3 areas: labor remuneration, safety and labour protection, the normative and legal unit. It is planned to complete the work and submit for approval the Sectoral Agreement for 2020–2022 in present year.

In fulfillment of subparagraphs 2 of paragraph 2 of fifth issue of the previous meeting Protocol No. 4-2018 dated December 7, 2018 amendments and additions were made by the parties to the Provisions on Branch Commission on Social Partnership and Regulation of Social and Labor Relations of the Oil and Gas Industry. At the meeting, it was noted that the addition concerning the change in the personal composition of the Branch Commission is important: if the applicant is elected from an organization that has production with harmful and (or) dangerous working conditions, existence of a solidarity labour contract and compliance with safety сonditions and protection of labour will be taken into consideration.

E.M. Rakhimbergenov, leading business partner of the business partnership group for human resources management of mining, exploration and oil services division of JSC petroleum company KazMunayGas, told about the issues of labor remuneration to employees of the oil and gas sector at a higher tariff rate for employees of JSC National Company (NC) KazMunayGaz.

Representatives of the Employees ’Associations informed the members of the Branch Commission on current situation in the labour collectives of the companies belonging to associations of the branch trade unions.

At the end of the meeting, B. Akchulakov, Vice-Minister of the Ministry of Energy of the Republic of Kazakhstan thanked the parties of social partnership for their solidarity and a job well done.
