Today in Astana, the Sectoral Agreement on Social Partnership in the oil and gas, oil refining, and petrochemical industries (hereinafter – the Agreement) was signed.
By the decision of the Sectoral Commission in 2024, the KAZENERGY Association was designated as the working body of the task group responsible for drafting the document. The working group, which began its activities earlier this year, included representatives of all parties to social partnership — the Ministry of Energy of the Republic of Kazakhstan, industry employers, and trade unions.
The main innovations of the Agreement concern the sectoral qualification system, wage system, workplace safety, editorial harmonization in accordance with updated legislation, and the expansion of the list of authorized signatories.
Following the adoption of the Law of the Republic of Kazakhstan “On Professional Qualifications”, which regulates public relations in the field of recognizing professional qualifications within the National Qualifications System, and the establishment of a sectoral council on professional qualifications, the sections of the Agreement related to the sectoral qualifications framework and professional standards were excluded.
At the same time, the minimum limits of inter-grade coefficients and industry indicators classifying working conditions by the degree of harmfulness were positively adjusted.
All amendments to the Agreement are aimed at the gradual implementation of the Law of the Republic of Kazakhstan “On the Ratification of the Convention on the Establishment of Minimum Wage with Special Reference to Developing Countries (Convention No. 131)”, as well as at strengthening guarantees of labor protection and professional development of employees.
