As part of the 16th China Sourcing Summit on Petroleum & Chemical Equipment (CSSOPE 2026), a dedicated China-Kazakhstan Oil & Gas Procurement, Localization & Technology Partnership Session was held in Shanghai, focusing on procurement opportunities, localization, industrial cooperation and technology partnerships between Kazakhstan and Chinese companies.
CSSOPE is one of the most reputable international sourcing platforms for petroleum, gas and chemical equipment. Jointly organized by TOPCO and the China Chamber of Commerce for Petroleum Industry, the summit was held for the 16th time in 2026. Over the years, CSSOPE has developed into a practical bridge connecting global buyers, EPC contractors, national oil and gas companies, investors and China’s leading manufacturing and supply ecosystem.
One of CSSOPE’s distinctive strengths has been its practice of organizing dedicated country and corporate sessions, enabling partner countries to present project pipelines, procurement needs, localization potential and industrial investment opportunities to leading Chinese equipment manufacturers, EPC contractors, technology suppliers and investors. In this context, the Kazakhstan Session in 2026, the Year of the Horse, carried symbolic meaning for both Kazakhstan and China and became a focused platform for presenting Kazakhstan’s energy and industrial opportunities.
The event was aligned with the strategic direction set by President of Kazakhstan Kassym-Jomart Tokayev, who has emphasized attracting investment and localizing production as key priorities for the country’s economic development in the coming years. The Kazakhstan delegation presented ongoing and future projects in the oil and gas, petrochemical and related industrial sectors, localization requirements, state and regional support measures, and opportunities for locating production in special economic and industrial zones of Kazakhstan, including sites in Atyrau and Aktobe regions and the Atyrau petrochemical cluster.
The Kazakhstan delegation included the Ministry of Energy of the Republic of Kazakhstan, KAZENERGY, IMB Center, KMG, KMG PetroChem, KPI, KGNT, Texol Group, Boreco, Intelligent Digital Solutions, Appstream, Exia Energy Analytics Center, Stal Trade, Tau Development, Dostar Munai Service, OPC Consulting, GWM Capital and other organizations. More than 20 companies and institutions participated as part of the Kazakhstan delegation. At Kazakhstan’s largest thematic booth, Chinese suppliers and investors in energy machinery, petrochemicals, exploration, oilfield services, digital solutions and EPC received first-hand answers and practical insights into the Kazakhstan market.
On July 3, the China-Kazakhstan Oil & Gas Procurement, Localization & Technology Partnership Session featured opening remarks by KAZENERGY Chairman Mr. Bolat Akchulakov and Mr. Nurlan Akkoshkarov, Consul General of the Republic of Kazakhstan in Shanghai. Presentations were delivered by Mr. Daulet Arykbayev, Director of the Department of Oil Transportation and Refining at the Ministry of Energy of the Republic of Kazakhstan; Mr. Dastan Abishev, CEO of IMB Center; Mr. Salim Nagym from National Company KazMunayGas; Ms. Zhanar Gilimova, Deputy General Manager of Texol Management; Ms. Bibigul Ilyubayeva and Mr. Marat Turabekov from KGNT Engineering Company; and Mr. Miras Moldabayev, CEO of GWM Capital.
A key part of the session was the panel discussion “Kazakhstan Investment and Localization Opportunities and Challenges for Chinese Companies,” moderated by Rafael Bekshentayev, China Head Representative of Exia Energy Analytics Center. Panelists discussed market entry mechanisms, localization requirements, national support measures, supplier qualification verification, and JV and technical cooperation models.
Chinese companies demonstrated strong interest in investment, production localization and long-term technology partnerships in Kazakhstan. During B2B and B2G meetings, participants discussed equipment supply opportunities, joint manufacturing, participation in oil and gas and petrochemical projects, and cooperation with Kazakhstan’s development institutions, industry organizations and national companies.
The session concluded with a signing ceremony of memoranda of understanding between IMBC, the China Chamber of Commerce for Petroleum Industry and TOPCO, and between KAZENERGY, the China Chamber of Commerce for Petroleum Industry and TOPCO. The signed documents created an additional institutional basis for further dialogue, localization, procurement cooperation, technology partnerships and investment cooperation between Kazakhstan and China.
Key results of Kazakhstan’s participation:
Kazakhstan was presented as a promising platform for localization of oil and gas and petrochemical equipment, services and EPC capabilities.
Chinese manufacturers, technology suppliers and investors obtained direct access to representatives of ministries, national companies, industry associations and Kazakhstan businesses.
Procurement needs, market entry mechanisms, localization requirements and practical JV/technology cooperation models were presented.
A foundation was created for follow-up negotiations on industrial investment, technology transfer and new manufacturing capacity in Kazakhstan.
